Satō’s ranks fracture as defectors reach out to Nagai, exposing cracks in his operation. Meanwhile, the U.S. moves forward with plans to unleash chemical weapons into the sewers to neutralize Satō, a decision that sparks urgency. Tosaki receives a call for backup, pulling Nagai and his crew back into the chase. With the clock ticking and stakes higher than ever, they regroup and zero in on Satō one last time, determined to stop him before the city becomes a toxic graveyard.
