Sgt. Butts rants to Officer Daniels that the awards system is rigged and birds are a government hoax. Obsessed with impressing the new Base Commander, he pushes Daniels to write more tickets, hoping to outshine Sgt. Dean. But when the numbers come in, Dean gets all the praise for a bust he made the same day. Butts fumes as his conspiracy theories and ticket quota scheme backfire, leaving him with zero credit.
